    All job functions and requirements are carried out within the context and framework, of the Hospital’s mission.  This position is bound by hospital policies and procedures, state and federal regulatory requirements, Joint Commission. 


    The Chief Nursing Officer has the authority to:

    • Collaborate with other leaders to develop strategic planning to meet goals of the organization.
    • Develop and implement the objectives of the division and the hospital’s scope of services to achieve organizational goals.
    • Develop and/or approve policies and procedures which promote and support patient care services to achieve the organization’s mission.
    • Recommend appropriate resources relative to the operating, personnel and capital budgets within areas of responsibilities.
    • Develop strategies for fiscal management relative to revenue generation, cost containment, productivity improvement, asset management and new services/programs to achieve operational benchmarks.
    • Direct the development and implementation of contracts and service agreements and make recommendation for approval of contracts relative to areas of responsibility.
    • Promote employee satisfaction to facilitate positive patient and physician outcomes.
    • Ensure the development, implementation and maintenance of required compliance standards within the organization.
    • Ensure continual provision of current education offerings to maintain a competent staff.
    • Make personnel management decisions within established policies and procedures.
    • Work with leaders to ensure compliance with regulatory agencies.
    • Ensure programs are in place to ensure patient satisfaction and quality goals are met.

    Principal Accountabilities:

    • Assumes overall responsibility for day-to-day operations of the nursing services and other assigned areas of the Hospital and, in conjunction with the professional staff, plans, coordinates, manages, and evaluates clinical programs and services of the Hospital promoting a team approach to the delivery of patient care provided by the Hospital.
      • Develops a schedule for all nursing services in the Hospital so that 24-hour nursing services are available and a RN is on duty at all times.
      • Develops and approves policies and procedures as well as written standards of care to govern clinical services and develops long-range plans relating to patient care; reviews annually or as appropriate.
    • Determines the types and numbers of personnel and staff necessary to provide nursing care for all areas of the hospital.
      • Ensures that the competency, numbers and staff levels of the nursing and supervisory staff are appropriate to meet the immediate and complex needs of patients served.
      • In cooperation with the Administrator, identifies resource requirements, sets overall standards of nursing productivity and evaluates effectiveness of resource allocation.
      • Participates in the budget planning process and monitors ongoing revenues and expenses.
    • Ensures that the nursing personnel with the appropriate education, experience, licensure, competence, and specialized qualifications are assigned to provide nursing care for each patient in accordance with the individual needs of each patient.
      • Ensures that RNs supervise and evaluate the nursing care of each patient and that the nursing staff develops and updates a nursing care plan for each patient.
      • Identifies and implements a nursing program and structure which ensures that the patients receive coordinated services.
      • Provides for the adequate supervision and evaluation of the clinical activities of non-employee nursing personnel which occur within the responsibility of the nursing service.
    • Participates in recruitment and selection of nursing and other staff and, in conjunction with the Administrator termination when necessary.
    • Ensures that the Hospital Quality Assurance Program and Employee Training Programs address problems identified by the Infection Control Officer and that a Corrective Action Plan is implemented.
    • Provides ongoing monitoring for compliance with clinical standards in practice and documentation.
    • Ensures that the orientation and ongoing training is available to enhance clinical skills.
    • Develops, reviews and revises job descriptions for each level of nursing personnel.
    • Ensures timely and consistent screening of prospective patients in terms of services needed and nursing competencies required.
    • Oversees annual review processes related to evaluation of clinical competencies.
    • Identifies a qualified registered professional nurse to act in the absence of the Chief Nursing Officer.
    • Coordinates clinical program development with the Administrator, Chief Medical Officer and the nursing staff.
    • Provides guidance and counsel to the case manager(s) to assure appropriate clinical services are provided.
    • Represents nursing at all appropriate meetings of the medical staff and Governing Board of the Hospital.
    • Maintains active involvement in local, state and national organizations as reasonable and appropriate.
    • Maintains professional competence through continuing education and complies with all state requirements regarding the periodic completion of continuing education course work.

    Education and Experience:

    • An academic degree in nursing is required, and a Master’s degree in nursing or related field (Health Administration, Business, Public Health, or Management) is strongly preferred
    • Active and current registered nurse license in the state of residence/practice is required. Current CENP or NEA certification preferred
    • At least five years of progressive management experience in a hospital environment as Director of Nursing, Associate Chief Nursing Officer or Nursing Director of multiple, complex nursing departments to include ICUs, emergency departments, ORs, etc.
